The Whistler WS1088 is a handheld digital police scanner that follows and decodes P25 Phase I and II plus X2-TDMA and analog, programs from a preloaded USA/Canada SD card, and uses Whistler’s object-oriented memory with built-in call recording and a dedicated Skywarn weather button.1 It is the handheld counterpart to the desktop WS1065 and a direct rival to Uniden’s BCD436HP.

Overview

Whistler’s digital line grew out of the old GRE/Radio Shack platform, and the WS1088 is its P25 Phase II handheld. Instead of Uniden’s HomePatrol ZIP database it uses two things: an object-oriented memory model — every system, site, group and channel is an “object” you organise into up to 200 scanlists — and a preloaded SD card carrying the USA/Canada frequency data so it scans out of the box after you enter your location. Its desktop sibling is the WS1065; the older, Phase I–only handheld is the WS1040.

Like the non-True-I/Q Unidens, its conventional front end gives fair simulcast — fine in many areas, but it distorts on the toughest P25 Phase II simulcast systems, where only a True I/Q SDS100 holds a clean lock.

  • P25 Phase I & II — conventional and trunked, plus X2-TDMA.
  • Motorola, EDACS, LTR analog trunking and conventional analog FM.
  • Weather (S.A.M.E. alerts) with a dedicated Skywarn button for storm-spotter networks, plus air, marine, rail and business channels.
  • No DMR/NXDN — for those, step up to a Whistler TRX or a free SDR.

It cannot decode encrypted talkgroups — a hard limit for all consumer hardware and all SDRs.

Programming

  1. Preloaded SD card (easiest). Enter your location and the WS1088 scans nearby systems from the bundled USA/Canada data — the fastest start.
  2. EZ Scan software (free). Refine scanlists, import objects and manage talkgroups on a PC, then write them back to the card.
  3. Manual entry for anything not in the data set.

It also records received audio per scannable object to the card as a Windows file — handy for reviewing traffic you missed live.

Does the Whistler WS1088 decode P25 Phase II?

Yes. The WS1088 handles P25 Phase I and Phase II (TDMA) plus X2-TDMA and conventional analog, so it follows the trunked voice most metro public-safety systems now use. It does not decode DMR or NXDN — for those, look at a Whistler TRX-series scanner or a free SDR.

How is the WS1088 programmed?

The easiest way is the included SD card, preloaded with USA/Canada frequency data — power on, enter your location, and it scans. Whistler’s object-oriented model and free EZ Scan software let you refine scanlists on a PC. There’s no Uniden-style built-in ZIP database, but the preloaded card gets you running fast.

WS1088 or a Uniden BCD436HP?

Both are P25 Phase I/II handhelds in the same class. The Whistler uses object-oriented programming and a preloaded card; the Uniden uses its HomePatrol ZIP database. Pick on ergonomics and price — neither decodes DMR/NXDN or encryption. If your metro is hard simulcast, only Uniden’s True I/Q SDS100 handheld holds a clean lock.

Can the WS1088 record calls?
